WSS is free on any Windows Server 2003, 2008, small business (this can vary per country) and is directly deployable by your IT dept.

No. Select a site to start (reporting), start with current data and than migrate the data yourself.
We have changed many procedures, how can I convince my colleguaes to use FS?
FS is made to support the work of people on the planning and control dept. It is comfortable to know where to find your tasks and documents.
Transfer of files over to Record Center - missing some meta data fields.
We have seen that lookup fields and bdc (related) fields are not copied/moved by Sharepoint. You will need to handle these type of fields yourself.
Can I save on the auditor costs?
yes, you create a library to share with the auditors and upload the relevant documents there. You create a SharePoint Group auditors and connect that with the library. Using FS, shows that you are "in control".
